RULES OF ADMISSION TO THE ANTHROPOS DOCTORAL SCHOOL OF THE INSTITUTES OF THE POLISH ACADEMY OF SCIENCES FOR THE ACADEMIC YEAR 2025/2026

General provisions

§ 1

  1. This Act sets forth the rules for joint admissions (“admissions”) to the Anthropos Doctoral School of the Institutes of the Polish Academy of Sciences (the “School”), conducted jointly, under an agreement dated March 15, 2019, by the following in-stitutes of the Polish Academy of Sciences (hereinafter referred to as the “entities forming the School”) in the following disciplines:
  2. Institute of Archaeology and Ethnology, Polish Academy of Sciences – archaeology, ethnology and cultural anthropology as well as history;
  3. Institute of Literary Research, Polish Academy of Sciences – literary studies
  4. Stanisław Leszczycki Institute of Geography and Spatial Organization Polish Academy of Sciences – social-economic geography and spatial geography;
  5. Tadeusz Manteuffel Institute of History, Polish Academy of Sciences – history;
  6. Ludwik and Aleksandra Birkenmajer Institute of the History of Science, Polish Academy of Sciences – history;
  7. Institute of Polish Language, Polish Academy of Sciences – linguistics;
  8. Institute of Mediterranean and Oriental Cultures, Polish Academy of Sciences – archaeology and cultural and religious studies;
  9. Institute of Slavic Studies, Polish Academy of Sciences – linguistics as well as cultural and religious studies;
  10. Institute of Art, Polish Academy of Sciences – art studies.

§ 2

In addition to the definitions indicated in the body of these Rules, the terms used in the Resolution mean:

  • Candidate – a person participating in the admissions process to the School;
  • Coordinating Entity – that of the entities running the School which, in particular, is responsible for entering data into the POL-on Integrated Information System for Higher Education and Science and is authorized to receive funding for joint education at the School;
  • Director of the School – means the one-person body of the School, appointed by the Directors of the Coordinating Entity;
  • School Council – the collegial body of the School, which includes one representative from each of the institutes forming the School;
  • Admissions Committee – a committee appointed by the Director of the School, at the request of the Council of the School.

 

§ 3

  1. Admissions are carried out through a competition that meets the requirements of objectivity, openness and transparency.
  2. Admissions activities shall be undertaken by:
  • Director of the School;
  • Admissions Committee;
  • Director of the Coordinating
  1. technical support for admissions is provided by the School Secretariat.
  2. Admissions to the School involves payment of a one-time, non-refundable enrollment fee. The amount of the admissions fee is determined by the Director of the School.
  3. Subject to the delivery of administrative decisions referred to in these Rules, all communication with Candidates during the course of admissions shall be by e-mail. The Candidate is obliged to read the information provided by e-mail on an ongoing basis. The Candidate shall bear the consequences of failing to do so.

 

§ 4

  1. Limits of places in the School for a given academic year, separately for each academic discipline, and in the case of the same discipline occurring in more than one entity running the School, separately for the discipline and the entity pro-ducting the School, shall be announced by the Director of the School on the basis of the limits of places determined by the Directors of the entities running the School. In the course of re-admissions, the Director of the entity running the School may extend the limit of places in a given discipline.
  2. In addition to the limits of places referred to in paragraph (2), admissions to the School for a given academic year may be conducted as an in-house admissions of a given entity running the School, under the rules set by that entity.
  3. The announcement of admissions to the School, prepared by the Director of the School, shall be published on the School’s website and on the websites of the entities forming the School at least 2 months before the deadline for the submission of documents and shall contain at least:
  • basic information about admissions, including how to submit documents;
  • admissions forms;
  • admissions schedule;
  • information about admission limits to the School;
  • amount of the admission fee.
  1. The announcement referred to in paragraph 3 may be amended.

Composition, mode of operation and tasks of the Admissions Committee

§ 5

  1. The Admissions Committee is composed of 18 people, that is, two representatives from each of the entities running the School, with at least a doctoral degree, including the Director of the School as Chairperson of the Admissions Committee.
  2. The Director of the School, at the request of the Council of the Anthropos Doctoral School of the Institutes of the Polish Academy of Sciences, containing nominations for members of the Admissions Committee, shall appoint the Admissions Committee by May 31, 2025.
  3. In a situation of circumstances preventing a member of the Admissions Committee from participating directly in its work, the Director of the School shall dismiss him/her and appoint a new member of the Admissions Committee, observing the rules set forth in paragraphs 1 and 2.
  4. A member of the Admissions Committee is obliged to inform the other members of the Admissions Committee of any circumstances that may affect his/her impartiality and objectivity in evaluating Candidates for the School. The Admissions Committee may decide to exclude a member of the Committee from the evaluation of a given Candidate if the participation of that member could raise reasonable reservations. This applies especially if:
  • A member of the Admissions Committee intends to take on the duties of a dissertation advisor or assistant advisor;
  • A member of the Admissions Committee was the candidates Master’s thesis advisor;
  • A member of the Admissions Committee is related to the Candidate by a professional relationship (superior – subordinate);
  • The Candidate in questions is or was a spouse, relative, relative by affinity or is in a civil union with a member of the Admissions Committee.
  1. A member of the Admissions Committee who is excluded from the assessment of a Candidate shall not participate in the Candidate’s assessment and shall leave the deliberations of the Admissions Committee for the duration of the assessment.
  2. The composition of the Admissions Committee is publicly available knowledge.
  3. At each stage of admissions, experts may be invited to participate in the deliberations of the Admissions Committee. Experts are entitled to an advisory vote in the deliberations.

 

§ 6

  1. The Chairperson of the Admissions Committee shall appoint from among the members of the Admissions Committee evaluation teams, consisting of no more than 6 persons.
  2. Assessment teams, in the first stage of admissions, referred to in § 10 paragraph 1 point 1, prepare after discussion opinions on Candidates on the basis of the documentation submitted by them. The opinions referred to in the preceding sentence are forwarded to the Chairman of the Admissions Committee.
  3. In the second stage of admissions, referred to in § 10, paragraph 1, item 2, the Admissions Committee, sitting in a nine-member composition designated by the Chairman of the Admissions Committee, conducts interviews with Candidates and, after discussion, formulates opinions on the evaluation of Candidates.
  4. Upon completion of the admissions process, the Admissions Committee shall adopt a resolution presenting ranking lists drawn up separately for each scientific discipline or academic discipline and the entity forming the School, including recommendations on admission of Candidates to the School, refusal of admission of Candidates to the School and possibly indicating reserve Candidates for admission to the School.

 

§ 7

  1. Meetings of the Commission, including voting, shall be held in stationary or remote form, using electronic communication means. The choice of the mode of meeting is made by the Chairman of the Admissions Committee.
  2. The resolution of the Admissions Committee shall be adopted by a simple majority, in an open vote, in the presence of at least 3/4 of the members of the Admissions Committee.
  3. In the absence of the Chairman of the Admissions Committee, a meeting of the Committee shall be convened and chaired by a member of the Admissions Committee authorized by the Chairman of the Admissions
  4. The Admissions Committee shall record the course of the admissions process in the form of minutes, including a summary of the achievements obtained by all Candidates during the admissions process. The minutes of the Admissions Committee shall be signed by the Chairman of the Admissions Committee.

Requirements for Candidates to the School

§ 8

  1. A person may be admitted to the School with a master’s degree or equivalent obtained under separate regulations.
  2. In exceptional cases, justified by the highest quality of academic achievements, a person who does not meet the requirements referred to in paragraph 1 above, who is a graduate of a first degree program or a student who has completed the third year of a uniform master’s degree program, including a person who is a beneficiary of the “Diamond Grant” program referred to in Article 181 of the Act of July 3, 2018, may be admitted to the School.   3. Candidates who do not have the degree referred to in §8(1), but will obtain it by the date of completion of admissions process, are allowed to apply to the School.
  4. A foreigner who speaks Polish or English to the extent of being able to undertake education in these languages may apply for admission to the School, subject to the conditions specified in separate regulations.
  5. In the course of the admissions process, Candidates are obliged to immediately inform the Director of the School about the occurrence of any legal circumstance preventing admission to the School, in particular, about taking up education at another doctoral school.

Submissions of documents to the School

§ 9

  1. Applicants to the School are required to submit the following documents:
  • an application for admission to the School addressed to the Director of the School according to the model provided by the School, including in particular:
  1. first name and surname, PESEL or passport number, citizenship, contact information: home address, email address, telephone number,
  2. indications of scientific discipline or one leading scientific discipline and, in the case where the authorization to educate within the chosen scientific discipline is held by more than one entity running the School, indication of the preferred entity running the School in which the Candidate would like to carry out a research project – in the case of applying for a place within the limit of places specified only by scientific discipline,
  3. consent to the processing of personal data for admissions purposes;
  • project proposal for the doctoral dissertation written in Polish or English according to the template provided by the School,
  • academic curriculum vitae with a list publications and other academic achievements according to the template provided by the School,
  • a copy of the diploma of completion of a unified master’s degree or second-cycle studies or equivalent obtained under separate regulations, or in the case of candidates pursuing education within the European Higher Education Area – a certificate of completion of a master’s degree or a certificate of the planned date of the diploma exam, which will be held before October 1, 2024, or a copy of a certificate on the award of funds to the Candidate by the minister responsible for higher education and science under the “Diamond Grant” program; if the diploma was issued in a language other than Polish or English, the Candidate shall attach a certified translation of the diploma; a diploma of graduation obtained in an entity outside the European Union should bear an apostille clause when the country issuing the document is covered by the Convention Abolishing the Requirement of Legalization of Foreign Public Documents drawn up in The Hague on October 5, 1961, and in other cases subject to legalization; in the event :
  1. a diploma equivalent to a diploma of completion of a unified master’s degree or a second degree, the Candidate shall justify the equivalence,
  2. when the diploma was issued in a language other than Polish or English, the Candidate shall attach its sworn translation;
  • a copy of a certificate confirming knowledge of a foreign language at least at the B2 level (or equivalent); in the absence of a certificate, part of the interview may be conducted in a foreign language (English, German, French, Spanish, Russian, Italian);
  • statement of knowledge of the English language to the extent necessary for education at the School;
  • statement whether he or she is or has been a doctoral student or participant in a doctoral program or has or has had a doctoral dissertation or doctoral degree conferral proceedings initiated, and if so, the title of the doctoral dissertation or research project being prepared by the candidate, with the name of his or her supervisor(s);
  • contact details of a researcher who could provide an opinion on the Candidate, together with consent to the processing of personal data of this employee;
  • personal questionnaire according to the template provided by the School;
  • a statement of familiarity with the content of these Rules and with the content of Articles 40 and 41 of the Act of June 14, 1960, Polish Code of Administrative Procedure;
  • a facial photograph that allows identification of the Candidate;
  • a scan of the Candidate’s master’s thesis or its equivalent; in the absence of such works, a scan of the Candidate’s written work produced during the Candidate’s studies;
  • confirmation of transfer of enrollment fee.
  1. A candidate may submit only one application for admission to the School. An application to the School may include only one dissertation project.
  2. A Candidate with a disability certificate may attach a scan of such certificate to the application for admission to the School. The Admissions Committee, in consultation with the Candidate referred to in the preceding sentence, may adjust the admissions to the needs of the Candidate, depending on the type of disability.
  3. The documents referred to in paragraph 1 points 1-10 should be saved in one file, preferably in PDF format. The documents referred to in paragraph 1, points 1-13 should be sent by e-mail to the address of the School Secretariat, i.e. email: anthropos@ihpan.edu.pl.
  4. Documents that are submitted after the deadline specified in the admissions announcement will not be evaluated. The deadline for submission of documents shall be understood as the date and time of receipt of documents at the School.
  5. If the Candidate’s application does not meet the formal requirements indicated in paragraph 1, or contains obvious mistakes or inaccuracies, the Candidate shall be called, respectively, to remove the deficiencies or submit explanations within the prescribed period, not less than 7 days, with the instruction that failure to remove these deficiencies or failure to submit explanations will result in leaving the application unprocessed.
  6. The Candidate shall inform the School in writing about the withdrawal of his/her application for admission to the School before the end of admissions, and the Director of the School shall state in writing the end of the Candidate’s admissions process.
  7. The Director of the School forwards the documents of the Candidates to the individual evaluation teams referred to in § 6 paragraph 1.

Course of the admissions process and rules for the evaluation of Candidates

§ 10

  1. Admissions are carried out by open competition in two stages:
  • The first stage consists of formal verification and substantive evaluation of the documents of Candidates to the School;
  • In the second stage, an interview is conducted.
  1. The number of points possible for the entire admissions process is 100.

 

§ 11

  1. In the first stage of admissions are evaluated:
  • dissertation project proposal (the maximum number of points possible is 25 points),
  • previous scientific achievements on the basis of a scientific curriculum vitae with a list of publications and a master’s thesis or its equivalent (the maximum number of points possible is 5 points).
  1. In the case when, in the assessment of the assessment team referred to in § 6 (1), the doctoral dissertation project cannot be qualified for the scientific discipline indicated by the Candidate in the application for admission to the School, and at the same time the project could be carried out within another discipline, as to which admissions to the School takes place, the Director of the School shall call on the Candidate to submit, within a specified period of time, a statement whether he/she agrees to change the scientific discipline, under pain of not being able to assess the dissertation project.
  2. The Chairman of the Admissions Committee, on the basis of the opinions of the evaluation teams referred to in § 6 paragraph 2, after discussion with the members of the Admissions Committee, presents the scoring of the Candidate obtained in the first stage of admissions, along with the justification.
  3. Candidates who in the first stage of admissions obtain not less than 50% of the number of points possible to obtain in this stage of admissions, are admitted to the second stage of admissions.

 

§ 12

  1. The second stage of the admissions process involves an interview, for which the candidate can obtain 70 points. During the interview, the following are evaluated: the ability to discuss and defend the dissertation concept (the number of points possible is 40) and the Candidate’s predisposition to undertake scientific research (the number of points possible is 30).
  2. Candidates will be notified at least 3 days prior to the scheduled interview date.
  3. In justified cases, the interview may be conducted in whole or in part at a distance using electronic means of communication transmitting image and sound in real time, if the influence of third parties on the course of the interview is excluded.
  4. The Chairman of the Admissions Committee, on the basis of the opinions referred to in § 6, paragraph 3, presents the scoring of the Candidate obtained in the second stage of admissions, together with the justification.

 

§ 13

In the event that a Candidate indicates in the application for admission to the School by a Candidate a scientific discipline that can be realized in different entities conducting the School, as to which admissions takes place, and the Admissions Committee decides that the dissertation project presented by the Candidate, due to its specificity, should be realized in a different, than the one indicated by the Candidate, entity conducting the School in the indicated discipline, the Director of the School calls on the Candidate to submit, within the designated time limit, a declaration whether he/she agrees to change the entity conducting the School.

 

§ 14

  1. To receive a recommendation from the Admissions Committee for admission to the School, it is required that the Candidate obtain at least 75 points in admissions and be on the ranking list within the limit of places of the Candidate’s indicated scientific discipline or scientific discipline and the entity proving the School.
  2. Candidates who have obtained at least 75 points in the admissions process, but are beyond the limit of seats of the Candidate’s designated scientific discipline al-or the scientific discipline and the entity conducting the School, are Re-Reserve Candidates. A reserve Candidate may be admitted to the School:
  • for vacant seats within the designated academic discipline or academic discipline and the entity running the School,
  • in the case of expansion of the limit of admission places in a given scientific discipline or scientific discipline and the entity running the School, in order of the ranking list in question.

Completion of admissions, announcement of results, access to documents

§ 15

  1. Admission to the School shall be by way of:
  • entry on the list of doctoral students, in the case of a Candidate who is a Polish citizen,
  • an administrative decision in the case of a foreigner.
  1. The actions referred to in paragraph 1 points 1 and 2 above shall be taken by the Director of the School, acting under the authority of the Director of the Coordinating Entity, on the basis of the resolution of the Admissions Committee referred to in § 6 paragraph 4, after the Candidate has do-delivered, within the time limit indicated by the Director of the School:
  • the original document entitling the student to study at the School specified in § 9, paragraph 1, item 4, or an official copy thereof,
  • a statement of intent to study at the School, within the given scientific discipline and the entity that runs the School,
  • a 35 x 45 mm photograph,
  • statement of consent to process personal data for the purposes of education at the School.
  1. The administrative decision to refuse admission to the School, based on the resolution of the Admissions Committee referred to in § 6 paragraph 4, shall be issued by the Director of the School, acting under the authority of the Director of the Responsible Entity. The decision referred to in the preceding sentence shall also be issued in the event of failure to timely provide the documents referred to in paragraph 2.
  2. The decision referred to in paragraphs (1)(2), the reasons for which have been waived, shall be final. From the administrative decision referred to in paragraph 4, the Candidate may submit, within 14 days from the date of delivery of the decision, a request for reconsideration to the Director of the Responsible Entity or file a complaint against the decision to the Provincial Administrative Court in Warsaw through the Director of the School, within 30 days from the date of its delivery.
  3. As a result of consideration of the application referred to in paragraph 4 above, the Director of the Responsible Entity shall issue an administrative decision, which is subject to appeal to the Provincial Administrative Court in Warsaw.
  4. Administrative decisions referred to in these Rules shall be delivered to the Candidate in accordance with the rules referred to in Articles 40 and 41 of the Code of Administrative Procedure. The statement referred to in § 9 section 1 item 10 shall replace the instruction on the consequences of failure to appoint a proxy for service.

 

§ 16

  1. The results of the first stage of admissions, separately for each discipline and the academic field and the entity forming the School, in the form of an alphabetical list of Candidates and indicating the status of the Candidate (respectively: qualified, not qualified for the second stage) and the number of points received, will be made available by the Director of the School.
  2. The results of the second stage of admissions, separately for each scientific discipline and the scientific discipline and the entity conducting the School, in the form of an alphabetical list of the Candidates and with the status of the Candidate (respectively: recommended for admission, not recommended for admission, reserve Candidate) and the number of points received, will be made available by the Director of the School.
  3. the final results of admission shall be made public by the Director of the School.
  4. The Candidate has the right to inspect the admissions file, make notes, or copies from it. This right also applies after the admissions is completed. The acts specified in the preceding sentences shall be performed at the School’s premises, in the presence of the Director of the School or a person authorized by him/her. A Candidate may request authentication of copies or copies from the admissions file, if it is justified by the Candidate’s important interest.

Processing of Personal Data

§ 17

  1. Pursuant to Article 13 (1) and (2) of Regulation (EU) 2016/679 of the European Parliament and of the Council of April 27, 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation) (Official Journal of the EU L 119 of 4.05.2016), hereinafter referred to as the “GDPR”, the Controllers of the Candidate’s personal data are the entities operating the School under the concluded agreement on the co-management of personal data.
  2. The entities running the School have designated a common point of contact, i.e. the Data Protection Officer of the Institute of History of the Polish Academy of Sciences, with whom the Candidate may contact in all matters related to the processing of the Candidate’s personal data and the exercise of the Candidate’s rights under the RODO by e-mail at: iodo@ihpan.edu.pl or by postal mail to the address of the School’s Director.
  3. The Candidate’s personal data may be made available to entities authorized under generally applicable laws (e.g., public authorities), as well as to entities providing administrative and organizational services to the entities running the School. In addition, the data may be made available to employees and experts of the entities running the School, based on the authorizations granted to process personal data. The Candidate’s personal data will be made available only for the purpose specified in point. 4.
  4. The Candidate’s personal data will be processed for the purposes of:
  • carry out the admissions process for the School, including the evaluation of the Candidate’s academic achievements, on the basis of Article 6(1)(b) of the GDPR,
  • fulfillment of legal obligations incumbent on the entities running the School in connection with admission to the School on the basis of Article 6(1)(c) of the GDPR,
  • securing and pursuing possible claims as legitimate interests pursued by the entities running the School on the basis of Article 6 (1) (f)GDPR.
  1. With respect to the Candidate’s personal data, decisions will not be made by automated means.
  2. The Candidate has the right to access his or her personal data, to rectify such data and to request the controller to restrict the processing of such data, subject to the cases referred to in Article 18(2) of GDPR, as well as to lodge a complaint with the President of the Office for Personal Data Protection if the Candidate considers that the processing of his or her personal data violates the provisions of the GDPR.
  3. The Candidate does not have the right to erasure of personal data and portability of such data. The Candidate also does not have the right to object to the processing of personal data, as the legal basis for the processing of the Candidate’s personal data is Article 6 (1) of the GDPR.
  4. The Candidate’s provision of personal data in the School admissions process and consent to its processing is voluntary. In case of refusal to provide data, the Candidate will not have the right to participate in the admissions process.

personal data of Candidates who were not qualified for the School in the admissions process will be deleted by the commission until December 31, 2024. this applies to both personal data provided electronically and on data carriers. Information on the processing of data of Candidates who have qualified for the School can be found in the information clause on the School’s website: https://anthropos.edu.pl/rodo/.
